Sugar import quotas are still the biggest problem facing Ukraine in its desire to join the World Trade Organisation (WTO), according to Economics Minister Arseniy Yatsenyuk. "The main question that is still unresolved today is sugar quotas and this is entirely our fault. There is no bill and no final government opinion on this unusually important issue," he told reporters recently.
